Jiangxi became the 16th pilot province to levy sewage charges for VOCs in the packaging and printing industry

In recent days, Jiangxi Province has officially issued a pilot document to introduce VOCs sewage charges, becoming the sixteenth province in the country (including municipalities directly under the Central Government) that has introduced the VOCs sewage charges collection policy for pilot industries. The 15 provinces and cities that have been piloted to levy VOCs sewage charges before are Beijing, Shanghai, Jiangsu, Anhui, Hunan, Sichuan, Tianjin, Liaoning, Zhejiang, Hebei, Shandong, Shanxi, Hainan, Hubei, and Fujian.

It is understood that Jiangxi Province will formally implement the relevant policies for the pilot industry to introduce VOCs sewage charges on November 1. The relevant collection standards are as follows:

The VOCs equivalent value is determined to be 0.95, the levy standard is 1.2 yuan per pollution equivalent, and the VOCs discharged from each discharge outlet need to be charged with VOCs. It is not subject to the sewage charges imposed on the first three pollutants, but for VOCs. If pollutants such as benzene, toluene and xylene have been levied on pollutant discharge fees, their emissions should be deducted from VOC emissions.

This time, Jiangxi will also implement differentiated charging policies:

According to the level of VOCs emission monitoring technology, if the emission concentration of an enterprise's VOCs is higher than the national or local emission limit, or higher than the specified total emission target, the sewage fee shall be doubled according to the charging standard; If it is lower than the national or local emission limit of more than 50%, it shall be levied half of the pollutant discharge fee. The production processes, equipment, and products of the enterprise, which fall under the category of "Guidance Catalogue for Industrial Structure Adjustment (Revised)", shall be charged twice as much as the charge standard.
